While the oven heats up, slice strawberries and heat a medium pan over medium heat on the stove. Put all of the strawberry filling ingredients on the stove and cook for a few minutes on low heat and let simmer for 3-5 minutes. Stir frequently.
While the filling cooks, put all of the oat base ingredients into a medium mixing bowl. Using a hand mixer or whisk, mix oat base together well.
Line a deep pan with parchment paper and use 1/2 the dough to make a thin layer of oat base (about ¼ inch) then add the strawberry filling on top of the oat mixture and crumble the remaining dough on top.
